lo beam light splatter?

Been having this issue, always bothered me but never though to look into it until now. whatever is causing this, its related to the passenger side headlight. i can waive my hand in front of the projector and block the light that causes that weird splatter above the cut off line. so i know its related to the lo beam. do you guys have any idea? maybe a dirty projector? of bad cut off shield? headlights themselves are stock. i know the projector lens is dirty, i looked at it and there seems to be smudges on the projector lense. Could that cause it?

the first pic was against the garage door, you can see the light splatter im referring too, the second i against a fence accross the street. you cant see it, but its there, the fence is just not high enough.

Looks like a halogen projector lens with HID bulbs installed.

I think that's natural light "splatter" designed into the projectors. Its usually designed in to help illuminate road side signs and a little glare above the cutoff makes the car easier for other drivers to see. I would def recommend fixing that before you put hids in, the extra output from a quality hid bulb is just gonna exaggerate that.

Hmm will look into it when I do lens swap...was going to open them up today...butbdont feel like doing it twice....and I have halogen bulbs in there now....
