"cause the gm build book says so"?
torque (and calculated horsepower) is measured at specific RPM points, with no regard to ACCELERATION RATE. If this is the case, lighter weight components will have no impact on measured horsepower. Does a light flywheel impact dyno measurements? Surely one of the many people working with dynometers on this forum should be able answer this.
Not that one should disregard the value of light weight reciprocating engine components. Rotating mass will impact ACCELERATION RATES. More important is enhanced durability, due to lower mass and resulting lower stress transferred to connecting rods, bearings, etc.

The stock balance shafts are scalloped (top)
so when they spin, the forces generated by
the movement of the internal components are
offset to smooth the operation of the Ecotec
engine. Racing-oriented engines aren’t concerned with this “comfort”, so a tube (bottom) is installed to replicate the balance
shaft, but not lose the 10 hp it takes to spin
them (GM P/N 88958615).

and
read this. in the end its clear to me. nbs dont make enough difference to do anything other than create vibration and make you feel good. net gain for money spent = minus $. net gain not measureable. money spent is.

okay refer to my other posts, but figure this; 10 hp is hard to replicate. but if you assume that GM use crank hp in their sales book and wheel dynos consume about 20% of that, u be hard pressed to measure the gains. so ... I challenge the 10 hp # but still say why bother? and saying "coz you already got them " doesnt do it for me Flatgod, but let me know how it turns out. lol.
which is why most people dont do it unless they are reving to high hell
or they be flatgod , and try everyting and anyting..... because flatgod.
Like I said earlier I will be doing a fully balanced engine in the future. Also seeing as how I plan on holding on to this car till I die, I may end up going turbo down the road, nitrous maybe, some day I might want to rev the piss out of it.

I agree on keeping redline for ever. \maybe one day like steddy wants I will do the impossible and fully LNF my Redline....because Flatgod.
By removing rotating mass you relieve the engine of having to spin that extra mass, therefore "FREEING" up horsepower.

I have never held the GM shafts in my hand before. From the look of them in the catalog I assumed they where solid steel blanks, thats what left me confused.

GM are as well. I had them at one point in life. Then I sold them.
